Project Description

Please describe your proposed project:
Road approach access and culvert to the property easement needs repair along with filling in the current washout area.    To complete the repair we will remove the culvert and replace with two new 40-50' culverts side-by-side.  Easement road on west side of approach has a steep incline going west from Peony onto the easement road.  We will  scrape down 3-4 ft of the easement hill to lesson the steep incline.  The fill scraped off will be used to fill in the washout area on both ends of the culvert.  Both ends of the culvert area will be filled with dirt(fill), drainage rock and rip-rap to create a stable drainage area on both ends of the culvert.  This will help to slow and spread the water coming thru the culvert.  The access road (approach) will be widened to 20 feet, to allow safer access and egress from the easement road.  Currently the approach is maybe 10 ft wide with a steep incline and not safe for use as any slippery conditions could cause a vehicle to slid into the washout area.  Class 5 will be added to the easement road to firm up the area that was dug out from the incline.   Straw rolls and/or straw blankets will be used to assist with any erosion control.  All vegetative areas will be reseeded to help with erosion.  See attached diagram.

 I have recently purchased property on Taylor Lake and will need access across the approach/culvert to get to my property.  I have contacted all the neighboring property owners and everyone is in agreement that this project needs to happen this year to prevent any further washout.  I am the point of contact for the project.

This is a repair project.  Do not intend to remove any trees from this area if we do not have to.  If small trees have grown into the drainage area and causing issues, they may need to be removed with a chainsaw.  Small brush or shrubs in the are will be pulled out or cut with a saw.

Staked straw rolls will be used both up and down hill from the culvert and left in place until seeded grass has taken root.   Straw or straw blankets will be used over filled areas with a slope that are seeded and pose any erosion issues.

Easement access road is already in place but has washout on both sides.  The intent is to replace the old culverts with 2 new culverts.  Fill in the washout area, place drainage rock and rip-rap to slow and spread water.  There is a steep incline from Peony onto the property that will be scraped down to lesson the incline, that dirt will be used to fill the washout area and widen the access road to allow a safer approach and egress from the easement road onto Peony Ave.
Property Lines are currently staked.  Electrical lines will be marked.

Terms

General Terms Zoning Permits
  • All appropriate permit fees must be paid in full prior to any necessary review(s) of application.

  • Defining and staking the property lines, road right-of-ways, septic sites, and wells are the responsibility of the property owner. In some cases, a registered survey may be required to verify setbacks before granting a permit.

  • To ensure that earth moving and vegetation removal is within ordinance guidelines, and to ensure activity on your property does not negatively impact the lake or other properties, you may be required to provide additional drawings of your site plan.

  • I acknowledge that by submitting this application, the application and its attachments are public information.

Land Use/Septic General Terms
  • Zoning permits and Subsurface Sewage Treatment System permits are valid for one (1) year (unless the sewage permit is to upgrade an Imminent Threat to Public Health or Safety system, which is then valid for ten (10) months).

  • If property lines are not clearly marked and visible, then they need to be staked with visible flags, ribbon, or lathes prior to onsite inspection by Aitkin County.

  • It shall be a violation of the Aitkin County Zoning Ordinance to commence construction before the permit application is approved by Aitkin County.

  • The landowner or authorized agent may make application for a zoning permit agreeing to do such work in accordance with all Aitkin County Ordinances. The landowner or authorized agent agrees that the application, site plan, and all other attachments submitted herewith are true and accurate and shall become a part of the permit. The landowner or authorized agent agrees that, in making application for a zoning permit, the landowner grants permission to Aitkin County, at reasonable times, to enter the property to determine compliance of the application with applicable Local, County or State Ordinances or Statutes. It is the applicants sole responsibility to contact other Local, County or State agencies to ensure the applicant has complied with all relevant Local, County or State Ordinances or Statutes.

  • After a complete application is submitted and reviewed, an on-site inspection may be conducted; a permit may be issued describing the proposed construction that may take place on the property. Changes to a project may require a permit application to be resubmitted.

  • Applicants are responsible for getting all applicable entrance permits from the appropriate road authority.
