Project Description
Please describe your proposed project: | The location of this project is south of the Big Sandy Lake Dam between 52844 223rd Pl and 52819 223rd Pl on the Right. This is the north property line for Parcel ID # 18-1-0683501 and is used for a utility Easement and my boat ramp that is adjoined on the West shoreline of Big Sandy Lake that is 33ft wide and runs 42ft west to meet 223rd PL, which runs South and North. From the West side of 223rd PL continues 44ft west and 25ft wide used for parking; at that point, the Easement continues to go up a steep incline and continues West along the north property line. When coming into the 44 x 25ft parking area off 223rd PL with my pontoon, there is not enough distance to be straight in line with my boat ramp going to the lake. I figured I needed a total of 69ft from the west side of 223rd PL to line up straight with the boat ramp. I talked to 2 council members from Libby Township, explained what I wanted to do, and asked each of them if I needed a permit to do what I wanted to do. One said no, the other said I should not need a permit, and nobody else got one. So I marked off an additional 23ft from the 44ft going West into the hillside. With only 25ft for the width, I decided to use a 25,000lbs load-rated steel upright instead of a retaining block which I would lose a little over 2ft from the 25ft width; using the steel uprights, I only lost 11" from the 25 ft width. The steel uprights will be placed along the North, West, and South walls. Each upright post will be below grade 3ft, and a 3/8 rebar 6ft long will be placed inside each upright post and driven down three more feet past the upright base. Rock and fill are added along the base of the walls. Steel sheeting is placed inside the steel uprights from top to bottom and bolted to the posts. As promised, Mickman Bros. suggested adding 3/8 rebar (Anchors) that are ten feet long with hooks welded at the ends and driven into the side wall every 4 feet apart and connected to the steel uprights, and then rock and fill that was removed from the hillside will be used for backfilling the side walls. I have attached a copy of the area of the hill that needs to be removed with the measurements. |

Please explain: | This 25ft wide is a Utility easement cleared by Lake country power. I will be removing about 98 yds using my skid steer and stockpiling within the parking area that is within the site plan area and then using it as needed to backfill until the project is done and any extra will be left in the parking area to try and match the grade to the south. |

I, Tim Richter intend to plant as many trees, shrubs, and Grass as possible without affecting the purpose of this project. I will be using this area on a weekly schedule and will do whatever is needed to keep it looking nice and erosion and drainage under control for as long as I need lake access. |
Terms
All appropriate permit fees must be paid in full prior to any necessary review(s) of application.
Defining and staking the property lines, road right-of-ways, septic sites, and wells are the responsibility of the property owner. In some cases, a registered survey may be required to verify setbacks before granting a permit.
To ensure that earth moving and vegetation removal is within ordinance guidelines, and to ensure activity on your property does not negatively impact the lake or other properties, you may be required to provide additional drawings of your site plan.

Zoning permits and Subsurface Sewage Treatment System permits are valid for one (1) year (unless the sewage permit is to upgrade an Imminent Threat to Public Health or Safety system, which is then valid for ten (10) months).
If property lines are not clearly marked and visible, then they need to be staked with visible flags, ribbon, or lathes prior to onsite inspection by Aitkin County.
It shall be a violation of the Aitkin County Zoning Ordinance to commence construction before the permit application is approved by Aitkin County.
The landowner or authorized agent may make application for a zoning permit agreeing to do such work in accordance with all Aitkin County Ordinances. The landowner or authorized agent agrees that the application, site plan, and all other attachments submitted herewith are true and accurate and shall become a part of the permit. The landowner or authorized agent agrees that, in making application for a zoning permit, the landowner grants permission to Aitkin County, at reasonable times, to enter the property to determine compliance of the application with applicable Local, County or State Ordinances or Statutes. It is the applicants sole responsibility to contact other Local, County or State agencies to ensure the applicant has complied with all relevant Local, County or State Ordinances or Statutes.
After a complete application is submitted and reviewed, an on-site inspection may be conducted; a permit may be issued describing the proposed construction that may take place on the property. Changes to a project may require a permit application to be resubmitted.
Applicants are responsible for getting all applicable entrance permits from the appropriate road authority.
