Purpose of Planning Call

Please describe the purpose of the Planning Call:
Becky advised me that a permit can be granted without a variance if a structure is more than 50 feet from ordinary high water and other criteria are met.  However, she said that if the property is less than 50 feet then a variance would be required no matter what the proposed alteration is.  So the purpose of this planning call is to produce an official measurement of the distance from the structure to the ordinary high water.
